What does an Approved Inspector do?

We work for developers, architects, contractors and homeowners to audit and inspect their projects to ensure they comply with building regulations.

Approved inspectors undertake a thorough check of drawings and specifications and then make regular inspections of the work in progress to check compliance.

If the work complies, we will issue a final completion certificate, providing confidence that the building has been designed and constructed safely.

If you are planning to carry out building work then it must comply with the Building Regulations. The regulations will apply if you want to:

  • Erect or extend a building.

  • Install or extend a service or fitting which is controlled under the building regulations.

  • Undertake alterations involving construction work which will adversely affect requirements relating to structure, fire, or access to and use of buildings.

  • Insert insulation into a cavity wall.

  • Underpin the foundations to a building.

  • Undertake work affecting the energy performance of a building.

The person carrying out the work, usually the building owner, must make an application to either the local authority or an Approved Inspector. To apply with us simply go to our quote page.

Once appointed we provide an independent third-party assessment of building regulations compliance through the checking of plans and site inspections as necessary.

With all building work, the owner and occupier of the property or land in question is ultimately responsible for complying with the relevant planning rules and building regulations. We cannot provide a guarantee of compliance with the building regulations – it’s the responsibility of the person carrying out the work to achieve compliance. As with all building work, you should also ensure that all other necessary statutory permissions, i.e. planning consent has also been granted.

Approved Inspectors are companies that can provide an alternative to obtaining building regulations approval from a local authority. Approved Inspectors employ competent, qualified and experienced building control professionals who can help developers, designers, contractors and building owners achieve building regulations compliance on most construction projects – from extensions and one-off homes to large commercial office developments and infrastructure projects.

Building Consents Ltd. Have been providing approved inspector services for over a decade to projects all over England and Wales.

In order to maintain our registration, we are subject to annual monitoring surveillance by CICAIR and must demonstrate we are meeting defined levels of service standards, management systems and retained competences. We must undertake a rigorous audit and re-licensing process every five years to maintain our registration and are required to have insurance from a government-approved scheme to provide additional safeguards for the public.

To begin the building control process, we need written authorisation from you as the owner of the building that we have permission to act as the building control body on the project.

Once you have formally appointed us we inform your local authority of your intended building work on what is called an Initial Notice.

Once the Initial Notice has been accepted by your local authority (or deemed accepted after five working days) we are responsible for plan checking and undertaking site inspection.

You may not commence any work on the project until the Initial Notice has been accepted or until five working days have passed since the Initial Notice was submitted to the local authority.

 

As part of our service we will:

 

  • Advise you on how the Building Regulations apply to your work.

     

  • Submit an Initial Notice to the local authority.

     

  • Check your plans (if available).

     

  • Issue a Plans Certificate (if requested).

     

  • Consult with the fire and water authorities (if required).

     

  • Inspect the work as it progresses.

     

  • Issue a final certificate (if the work is in compliance with the building regulations).

     

The inspections we undertake should not be confused with full site supervision. Inspections are carried out at certain stages of the building work and these inspections are carried out to check, but not to guarantee, that the work complies with the building regulations.

Final Certificates are therefore not a guarantee or a warranty for the building work that has been carried out. We don’t carry out a traditional ‘Clerk of Works’ service that monitors every stage of the construction process and, should you require this service, you may wish to appoint a qualified professional to undertake this function.

Though I always felt a pull to the technical side of building control and obtained my Associate CABE membership. I’m now working towards full membership and I’m enjoying developing my technical skills.

Maxine Cromack

Maxine is the Operations Assistant at Building Consents and has many years’ experience in this field. She works closely with the Operations Manager, Directors, and Surveyors whilst ensuring administration duties and clerical tasks are completed to help streamline the day-to-day business operations of the company

Maxine loves to travel and in particularly enjoys a road trip. She has driven the famous Route 66 from Chicago to LA. She has also touched the Opal Glass on the inside of Big Ben!

Oliver Kennedy-Harris

Structural Assessor/Surveyor

Oliver is a Building Inspector and has joined Building Consents in 2023.

Initially Oliver has a Masters degree MEng (Hons) In Civil & Structural Engineering and started his career as a Structural Engineer in private practise. After having enough of working in an office, Oliver pursued a career in helping others by joining Cheshire Constabulary in which he specialized in problem solving community issues and delivering positive actions and outcomes through procedural justice.

After serving in the Police, Oliver looks to bring his passion of problem solving and community engagement into the Construction Industry by delivering the same standard of premium service and positive outcomes to clients.

Oliver comes from a family of Chartered Building Inspectors.

Out of office Oliver enjoys a variety of hobbies and sports including CrossFit and wakeboarding in the summer months.

Mubarak Ali

Surveyor

My name is Mubarak Ali. I enjoy working in challenging environments as part of a team or as an individual. Having started my career as an Architect upon graduating from Nottingham Trent University with a BArch (Hons) degree in Architecture (RIBA Part 1), I have been fortunate enough to experience working within the UK as well as abroad. Seeing how construction projects in different parts of the world come together has been one of the influencing factors in studying to become a chartered Building Surveyor.

I am currently studying an MSc in Real Estate Management/Surveying (RICS) at Birmingham City University, which I will complete in September 2022. To aid in consolidating my learning, I have also had some hands-on experience working as a Quality Checking Assistant for a Local Construction Company.

Away from work, I enjoy travelling, cooking, and spending time salvaging/restoring classic cars.

David has since he left school,  spent his entire career within the construction industry.

First as an apprenticed carpenter and joiner for a small local based builder and then joining the local  council building control team as a Trainee, then progressing up through the ranks to lead a team of 23

He has in excess of 40 years construction experience with over 35 years within the Building Control sector, he has developed a specialism for hospitals and schools over the years which lead him to become involving in overseeing a large number of diverse projects ranging from small hospital operating theatre extensions to the provision of  large secondary schools

In his spare time he enjoys running and building his garden railway complete with full scale Signal Box and levers. 

Gabriel Clarke

Hello, my name is Gabriel Clarke, I joined Building Consents in March 2021 after graduating from Liverpool John Moores University with an honours Bachelor of Science degree in Building Surveying.

I am now working toward gaining full professional status with CABE and becoming a chartered building engineer. Something that not a lot of people know about me is that it is my dream to learn how to play the piano.

Married to Anita, we have 4 children and 5 grandchildren.

My father (who was a builder) encouraged me in my teenage years to pursue a career in a profession other than working as a trade on a construction site.

At the age of 17 I gained employment with the local authority as a trainee assistant maintenance surveyor. I continued with the local authority for 33 years by which time I had progressed through college, university and my chartership.

I changed careers with in the council a couple of times and gained experience in – Surveying, design quantity surveying and site management. For the last 18 years I have been I Building Control Surveyor.

Something not many people would know about me….. I am a great, great uncle.

James Dunne

Chartered Surveyor

I have been the leading Surveyor for the Queensway project, a development of 324 flats from start to finish of the 2 ½ yearlong project. Excellent project management has been key to the successful delivery on time and in budget.

Lead surveyor for all Co-operative projects undertaken. This includes plan checks through to project completion enabling surveyors to provide Final Certification to the customer.

Lead Surveyor on Collinson Construction projects based in Gloucester and Battersea.

Lead Surveyor on all One Stop Retail Projects from new build to Fire improvement works included 246 retail premises.

Projects that I have taken through to completion include, EE Retail, Superdrug, Clarks and Greggs.  

I manage my own workload and produce my own site reports, plan assessments, and approval notices. I carry out the building control function on a variety of schemes ranging from small domestic to large commercial and industrial developments. I currently administer schemes throughout the country.

Rhagbir Kang

With over 25 years’ experience in local government and now in the private sector, I have gained a wealth of experience.

Building up a portfolio of clients, dealing with a wide variety of projects from domestic to commercial to industrial.  Including schools, HMO’s, flats and individual house builds.

Over the years, I have had the fortune of working with experienced surveyors, and passing my knowledge to the next generation of surveyors. 

I’ve enjoyed working in the construction sector, and continue to learn something new each day.

Outside surveying, I enjoy walking, and have embarked on learning to play the guitar.

Trevor Jacklin

Technical Director

Trevor has been working in construction industry for over 40 Years. Originally training with an electrical engineering company he has gained a broad spectrum of experience from onsite construction and installation, before moving to design and then onto becoming a regulator working for Local Authority Building Control. He has worked on a broad spectrum of projects including high rise housing, Schools, and colleges (including residential facilities), Hospitals and care homes and general commercial units. He has an outside of the box approach and aspires to deliver clients with options and avoid the obstacles on their path to compliance.

Alongside his role here, Trevor is involved with developing standards as a committee member at the BSI. He is also proactive at a regional level with the CABE (Chartered Association of Building Engineers) who work across a wide range of disciplines, to share knowledge, raises standards and develops professionals, enabling them to meet the highest standards.

Trevor has been recognised for his contribution to CABE by being one of the first members to be awarded the CABE Gold Service Award, which is presented to members of the Association who have promoted the ideas and values of the Association to support the advancement of the Association.

As a personal challenge at 40, Trevor took part and completed the Devizes to Westminster canoe race, the race starts in Devizes, Wiltshire, finishing at Westminster Bridge in central London, opposite the Houses of Parliament. Taking place over the Easter Weekend, it’s a gruelling course is 125 miles long and includes 77 portages.
